Should I spend time purely on leveling up instead of following the natural progression, in FF9?

I've just started disc two, and dagger could use some levelling up, BUT is it neccesary? should I hang around outside dali battling just to get her to level up and to get steiner to gain abilities, or should I just go to reno and follow the natural flow of the story?
