Should I get 20% tint or 35%?

My laws are front 35% back 35% back window ANY. I am really tempted to get 20% all around, but I want to avoid getting any tickets at all from cops. For people with 20's, have you ever had any problems with cops? 35% just lets too much light in for me, but I really can't afford to pay any tickets for tint. If I just drive normal and not like a maniac, will cops just leave me alone? Also, because I have a sunroof, can I just open the shade to allow light in so it appears lighter than it actually is when I do see a cop? Thanks
