Whenever I use makeup, my skin always get really oily?

Especially around my nose and near my chin :/ Right now i'm using Cover Girl Aqua Smoother (a tinted moisturizer), a very light layer of liquid makeup and a little powder so it doesn't look shiny. What is the best foundation/other makeup that doesn't make skin oily?
